Description: ENAP’s mission is to develop public management through training, research and support for organizations. ENAP’s Master’s in Public Administration (45 credits) offer majors in: Public Management – program evaluation; International Management; and Municipal Management. Individualized study options are also available, including: Short Program in Public Program Evaluation for managers (15 credits), Specialized Graduate Diploma (30 credits). These programs are intended for working managers or those with a minimum of experience wishing to become managers. ENAP’s programs are offered in French and some courses are available online. Three of ENAP’s five campuses (Gatineau, Montreal and Quebec) deliver all evaluation courses and porgrams.

Course Title: Qualitative Evaluation Methods/Méthodes qualitatives en évaluation de programmes
Description: This course focuses on qualitative methods used in program evaluations and provides hands-on training to students in qualitative data collection and analysis. Document review, content analysis, and key informant interviews are featured in the course.

Course Title: Principles, Processes and Evaluation Methods of Public Programs / Principes, processus et méthodes d’évaluation des programmes publics
Description: The objective of this course is to get students to understand the entire assessment process of evaluating public programs and to know the different methods and techniques used in this field. The following questions will be tackled: the politico‐administrative context of the evaluation, the types of evaluation, the questions asked during the evaluation, the methods enabling a response to these questions, including benefit‐cost and cost effectiveness analysis techniques, and the limitations of the evaluative approach.

Course Title: Methods for measuring performance of public programs / Méthodes de mesure du rendement des programmes publics
Description: This course aims at more closely examining certain methods estimating the performance of public program resources. In particular, cost‐effectiveness and benefit‐cost analyses will be looked at. The course will touch upon benefit‐cost criteria (Pareto, Kaldor‐Hicks), the concepts of annuities, rent and surplus, transfer and double‐counting issues, discounting benefits and costs, and the problem of uncertainty. Some classic issues like choosing the discount rate and valuing time and life will be discussed. Although these analyses are often used in a planning framework, the activity’s evaluative context imposes both an ex ante and an ex post perspective. The activity will end with the status of the relevance and limitations of the process.

Course Title: Statistical Methods in Evaluation I / Méthodes statistiques d’évaluation I
Description: The objective of this course is to introduce the students to various statistical methods applicable to program evaluation: sampling, tests of hypotheses and simple regression analysis. The practical, rather than the theoretical, aspect of the statistical methods studied will be stressed, while, at the same time, promoting the development of the students’ analytic capacity and critical thinking. This course calls upon desktop solutions of problems and is a pre requisite for Statistical Analysis Methods II.

Course Title: Public-Sector Economics / Économique du secteur public
Description: The allocation mechanisms of public and market economics will be paralleled. Spending, fiscal, borrowing and regulatory policies are evaluated in light of effectiveness criteria and interpreted by applying economic analysis instruments to political and bureaucratic phenomena.

Course Title: Results-based Management (RBM) / Gestion par résultats
Description: Upon completion of this course, you will have acquired a broad conception of the demands of RBM and of the appropriate techniques for this public‐management approach. You will have examined thinking frameworks and appropriate tools for the implementation of RBM in your organizations. You will have a capacity to analyze complex and changing conditions that public sector managers face on a daily basis. Finally, you will have a better understanding of the role of RBM in the management of modern government organizations in the coming years. This course’s teaching approach combines theoretical analysis and practical expertise, that is: 1 A critical analysis of the conceptual design underlying the RBM approach; 2 Assessment of concrete situations to be conducted in teams. The variety of analytic logic processes and practices, criticisms, reservations and suggestions formulated by everyone, individually or in teams, will supply students with the opportunity to become familiar with RBM in public management.

Course Title: Score Board, a Management and Program Monitoring Tool / Tableau de bord, outil de suivi de gestion et de programmes
Description: This course aims firstly at supplying students with the concepts related to measurement and information using performance indicators, from a management monitoring perspective (a general module is offered on management indicators) and from a program‐monitoring perspective (a specific module is offered on program monitoring indicators). This course then proposes an indicator development and score‐card design methodology and examines considerations for their implementation and use, with a focus on managers’ collaboration in the realization of such systems or their adaptation to their needs and context. Students will also be able to experiment with the possibilities of using desktop technology through the analysis of a computerized case and through the development of their own desktop score‐card prototype.

Course Title: Project Management / Gestion de projets
Description: Any genuine project management approach for the public sector must necessarily deal with the challenges of providing services – under limitations of time, cost and quality – by an administration and public agencies, which are obliged under law (e.g., Public Administration Act) and according to their specific missions to satisfy the rising demands of citizens, businesses and internal clients. What are the theoretical and operating models of project management in the public sector? How can this management approach be implemented in a public organization? What tools and techniques must public project managers effectively apply in order to fully accomplish their mission? What management skills must he or she acquire and deploy? What challenges will they have to meet prior to delivering the projects assigned to them within the framework of their management duties? These questions will be examined with a view to framing the acquisition of the knowledge and tools covered in the course entitled “Project Management.”

Course Title: Public Organization Management / Management des organisations publiques
Description: This course will enable students to appropriate a set of concepts, models and theories related to the management of public organizations. Students will be encouraged to develop awareness of the diversity of approaches to organizations and to discern the implications of this fact for their conception of management in the particular context of the public sector. The main themes covered are: establishing organizational performance; decision making processes; the functions of planning, organization and control; and motivation and leadership. Students will also be provided with an introduction to the main currents of thought regarding management. The teaching approach will emphasize the assimilation of theoretical knowledge and translating this knowledge into concrete management situations. The link between theory and practice will occur through simulation exercises designed to prompt students to reflect on the potential applications of concepts and models in their organizations.

Course Title: Research Methods and Intervention Approaches in Organizations / Méthodes de recherche et d’intervention en milieu organisationnel
Description: The purpose of this course is to enable students to familiarize themselves with the research methods applied to organizations. Such methods are designed to develop knowledge of the problems specific to organizations and to facilitate action through a better grasp of the realities at hand. By the end of the course, students should be able to apply a rigorous approach and an appropriate methodology to the examination of management problems and the implementation of actions in an organization. They will also be better prepared to establish an effective relationship with the specialists with whom they work in the framework of their daily practice and to evaluate the effectiveness of their actions.

Course Title: Principles and Stakes of Public Administration / Principes et enjeux de l’administration publique
Description: The first objective of this course is to enable students to familiarize themselves with the main principles framing the structure and procedures of government organizations and systems. The second objective is to provide students with the opportunity, through theoretical presentations and meetings with public sector practitioners, to analyze and grasp the main issues (organizational, administrative, sectoral, economic, legal, etc.) driving the action of government departments and public sector networks.

Course Title: Public Policy Analysis / Analyse de politique publique
Description: This course is designed to develop awareness among public administration students and practitioners of the dynamic specific to public policymaking and program design in regards to the processes of emergence, development, adoption, management and evaluation. It is also designed to familiarize students with the use of various models or conceptual schemes to obtain a structure, coherent picture of these processes. Working from the observation of carefully selected policy and program sectors, students will be able to develop a critical perspective regarding these processes and, as well, assess the content of governmental and administrative choices.

Course Title: ENP 7969-S Work Term/Stage & ENP 7969 Supervised Tutorial/Travail dirigé
Description: In addition to such traditional activities as courses, seminars and workshops, there is an integration activity better known as a work term or internship (remunerated or unremunerated) lasting 15 weeks and performed either in a public organization or in a private organization operating on behalf of public organizations. Internships offer candidates the opportunity to test out their knowledge and skills in real-life situations. Internships also bring students into contact with analysts and advisors who can help them deepen their knowledge of the work processes and methods used in their particular area of concentration. Above all, students will learn by carrying out an assignment selected by the host organization.

Course Title: Budget Management / Gestion budgétaire
Description: This course is designed to develop deeper understanding of the public sector’s budget environment. It will discuss the following themes in detail: the budget process and the impact of budgets on financial reporting; the study of trends in the public sector budget process; the usefulness of these processes for decision making purposes; critical analysis of these processes; the needs of different users; problems associated with implementing budget processes; short-term and long-term budget and financial planning in the public sector.

Course Title: Accounting, a Decision-making Tool / Comptabilité, outil de prise de décision
Description: The objective of this course is to familiarize students with the accounting and budgeting systems used in public organizations. By the end of the course, students will: be able to analyze the financial statements of public and private organizations; have appropriated the concepts and acquired a good understanding of various budgeting approaches; and be able to use the information provided by accounting and budgeting systems for the purposes of decision making, planning and control.

Course Title: Programme international de formation en évaluation du développement
Description: PIFED strives to provide a program in which participants:
- develop basic knowledge of development evaluation concepts, processes, and methods (CoreCourse);
- increase or upgrade their current depth or level of evaluation knowledge and skills (workshops);
- enhance specific skills in designing and conducting evaluations of development programs;
- meet people from around the globe who are engaged in development evaluation; and
- create networks for future collaboration and knowledge sharing.
PIFED is an intensive 140 hour program offered over 4 weeks in the summer only.
